Project Update – August 24, 2010 to September 3, 2010
Sewer installation will take place at the intersection of State & Pleasant Street starting September 7th. Please follow DETOUR signs as necessary.
The installation of the water main and services in the Pleasant Street intersection is complete. Connections to the existing water mains are being completed over the next couple of days to finalize all water work. One through lane of traffic will be maintained through the intersection. Turning traffic from and onto Pleasant Street will be maintained to the extent practical, however some temporary traffic detours may be necessary. Please follow detour signage as necessary.
Sewer main and service installation will continue toward Pleasant Street this week and will be within the intersection next week. Sewer work within the intersection will require 2 to 3 weeks to complete. Similar to the water main installation in the intersection, one lane of through traffic and left turning traffic onto Pleasant Street will be maintained across the intersection. Through traffic from Pleasant Street across State Street will be detoured as required for completion of the sewer crossing. Other temporary traffic detours will be established as required.
A 60-foot section of new sewer will be installed on Penhallow Street beginning the week of August 30th. This work will require 3 to 4 days of effort to install the pipe and new manhole, and will require detouring of thru traffic onto Penhallow Street. Local traffic and deliveries will be accommodated with traffic controlled entrance from Daniel Street during the detour. Appropriate detour signs will be posted. Remaining sewer, water and drainage installation on Penhallow Street and Custom House Court will not proceed for several more weeks.
Drainage installation is proceeding westerly toward Washington and Penhallow Streets. Drainage installation within the Pleasant Street intersection will likely proceed following the completion of the sewer work in the intersection. Drainage service installation will continue on portions of the sewer main and drain line that is installed.
Brick sidewalk construction has been completed up to 123 State Street. The next section of roadway reconstruction, curbing and sidewalks will commence after the drainage installation is beyond Penhallow Street.
A single traffic lane will be maintained through the construction zone. No-parking signs (7 AM to 4 PM) will be posted at spaces in advance of their work to maintain access for the next day’s construction. Some equipment will also be stored overnight in parking spaces to protect the active work area and reduce down-time. We respectfully request the assistance of the area businesses and residents to cooperate with the marked no-parking spaces. Parked cars in restricted areas have caused delays in getting work started in the morning on a few occasions.

Project Description: This project is part of the City’s ongoing sewer separation program. State street from Pleasant to the Memorial Bridge will be completely rebuilt including Sewer, Water, Drainage, Sidewalks, Lighting, Paving and Landscaping. Work will also be performed on Penhallow Street, Custom House Court, and Chapel Street to separate sewer lines.
